Solicitation Process & Timelines
WIFA is pleased to announce that the Solicitation for Procurement (#2024-001) has been approved by the WIFA Board of Directors and is active. WIFA is seeking responses from fully formed project development teams with proven experience in engineering, construction, operating, maintaining, and financing water augmentation projects. Full details can be found in the solicitation document below and access to the full Procurement Portal can be requested here. The Procurement Portal will have the most recent and up-to-date information related to the solicitation so please be sure to request access and monitor for updates. Note: Please allow up to 48 hours after request to gain access.

LTWAF Solicitation Process
Phase I: Solicit Qualified Teams
During Phase I, WIFA issues a solicitation in search of capable project teams. Respondents must answer detailed questions, meet specific criteria, and submit water augmentation proposals. WIFA then evaluates responses through scoring and the highest-ranked teams move on to Phase II to further develop project proposals
Phase II: Pay for Work Product
WIFA will issue task orders to qualified project teams from Phase I to advance potentially viable projects in Phase II. WIFA provides financial compensation to fulfill the task orders and uses the task order results to evaluate which potential water augmentation projects will be best for Arizona. This evaluation includes not only economics and technology but also environmental, community, and sustainability benefits. Next, WIFA selects one or more projects to move on to project development through Phase III.
Phase III: Project Development
Phase III is where WIFA dives deeper into Phase II developed proposals and may choose to execute implementation agreements with one or more project teams. Implementation details are fleshed out, including permitting, financing, construction, long-term operations, water volume, delivery methods, and the cost of water. Finally, WIFA may enter into long-term agreements, creating a public-private partnership linked to implementation of water augmentation projects.
